On Friday, Mayor Sean Ryan unveiled the CREATE Task Force, a new initiative aimed at bolstering Buffalo's arts and cultural sector.
The task force, whose name stands for Cultivating Resources for Entertainment, Arts, Tourism, and Expression, will explore strategies to enhance city support for the arts and ensure alignment with regional cultural research.
Mayor Ryan emphasized the importance of this endeavor, stating, "In 2026, we need to ask ourselves what it truly means to be an arts-friendly city." He highlighted that Buffalo's artists and cultural organizations are integral to the city's identity, attracting visitors, strengthening neighborhoods, driving tourism, and building community.
The CREATE Task Force will convene biweekly through August, bringing together voices from across the arts sector to develop strategic recommendations for City Hall.
This initiative comes at a critical time. Recent reports indicate that while Buffalo has allocated significant funds for arts and anti-violence programs, a substantial portion remains unspent. For instance, between 2019 and 2025, approximately $3.1 million was earmarked for these initiatives, yet only about $240,000 (7.7%) was actually distributed to organizations. This underutilization of resources has disproportionately affected small and under-resourced artists and organizations serving communities of color.
In contrast, state-level support has been more robust. In January 2025, the New York State Council on the Arts awarded over $2.3 million in grants to Buffalo's arts organizations, benefiting more than 80 local artists and cultural groups. Additionally, the Community Foundation for Greater Buffalo announced over $421,000 in grants through the Ralph C. Wilson, Jr. Arts & Culture Initiative, supporting 46 small to mid-sized arts organizations in the region.
