Governor Hochul Announces Completion of $23 Million West Side Homes in Buffalo

New development adds 49 affordable apartments, including supportive housing for the homeless

Governor Kathy Hochul has announced the completion of West Side Homes, a $23 million affordable housing project in Buffalo.

This development introduces 49 affordable apartments across 11 new buildings on previously vacant lots.

Notably, 16 of these units are designated for individuals experiencing homelessness, offering them supportive services.

Among the new structures is a 15-unit, all-electric building located at 625 West Avenue.

"Every New Yorker deserves a safe, affordable place to call home," Hochul stated.

She emphasized that West Side Homes reflects the state's commitment to revitalizing Buffalo's West Side and is part of a broader $25 billion housing plan.

The supportive apartments will provide residents with services funded through the Empire State Supportive Housing Initiative.

These services, managed by the New York State Office of Addiction Services and Supports, include care management and behavioral health treatment.

RuthAnne Visnauskas, Commissioner of New York State Homes and Community Renewal, highlighted the project's significance.

She noted that West Side Homes offers high-quality, affordable residences tailored to the community's needs and contributes to the ongoing revitalization of Buffalo's West Side.

In Buffalo alone, over 8,000 affordable homes have been financed, demonstrating a commitment to expanding housing opportunities.

Dr. Chinazo Cunningham, Commissioner of the New York State Office of Addiction Services and Supports, emphasized the importance of supportive housing.

She stated that developments like West Side Homes are critical investments in people, providing not only affordable housing but also on-site treatment and services.

This approach creates opportunities for individuals and families to rebuild their lives and secure brighter futures.

West Side Homes incorporates energy-efficient designs, including two Passive House–certified buildings, a ground source heat pump, energy recovery ventilation, and rooftop solar panels.

The project was funded through a combination of state and federal tax credits, subsidies, grants, and city support totaling over $20 million.

Additionally, the development aligns with Governor Hochul's broader housing agenda, which includes a $25 billion, five-year plan to create or preserve 100,000 affordable homes statewide.

This plan also aims to provide 10,000 supportive housing units for vulnerable populations and electrify an additional 50,000 homes.

To date, more than 65,000 homes have been created or preserved under this initiative.

West Side Homes stands as a testament to the collaborative efforts of state and local agencies, community organizations, and residents working together to address housing needs and promote community revitalization in Buffalo.
